V = Valid/Urban
W = Valid/Rural
C = Corrected/Urban
D = Corrected/Rural
N = Non-correctable/Urban
O = Non-correctable/Rural
CAVC_LULR Chr 2   223 224 LU/LR Indicator - flagged addresses are considered valid regardless of actual address content (key):
LU = Valid Large Volume Receiver/LVR Postal Code
LR = Valid Rural Postal Code
